
Congratulations to Commissioners Shan Rose, Tom Keen, and Roger Chapin of Orlando. Each officially took their Oath of Office and now begin the important work of public service, stepping into their roles with a shared responsibility to serve the residents of our city with integrity and purpose. Their swearing-in marks the start of a new chapter in leadership for Orlando.
We look forward to their leadership, dedication, and commitment as they embark on this journey to help shape a stronger, better Orlando for all of us. As they move forward, we anticipate thoughtful decision-making, community-driven action, and continued progress that reflects the needs and voices of the people they represent.

Commissioner Shan Rose (District 5) officially took her Oath of Office and continues her service to the residents of West Orlando with a strong foundation in community advocacy and public administration. Rose previously served as CEO and President of Change For The Community, a nonprofit dedicated to empowering underserved neighborhoods, and has also worked within the City of Orlando’s Economic Development and Community Redevelopment departments. Her educational background includes degrees from Valencia College, Polk State College, and American Public University. As commissioner, Rose has been a vocal advocate for affordable housing, youth mentorship, economic opportunity, and equitable access to city resources, earning a reputation as a hands-on leader deeply connected to the needs of her district.
Commissioner Tom Keen (District 1) brings extensive public service and leadership experience to the Orlando City Commission following his swearing-in. A former member of the Florida House of Representatives, Keen also served honorably as a Commander in the United States Navy, where he worked as a Naval Flight Officer. He holds a degree from the University of Cincinnati and has long been involved in civic engagement and policy development. Keen’s background in state government and military service equips him with a disciplined, solutions-oriented approach as he focuses on public safety, infrastructure, and responsible growth within District 1.
Commissioner Roger Chapin (District 3) begins his term with decades of experience as a local businessman and community leader deeply rooted in Orlando. A lifelong resident, Chapin has served on numerous public boards and civic organizations, contributing to initiatives related to utilities, environmental stewardship, downtown development, and nonprofit services. Known for his collaborative leadership style, Chapin has prioritized smart growth, neighborhood infrastructure, and efficient city services. His long-standing commitment to public service positions him as a steady and experienced voice for District 3 residents as Orlando continues to evolve.
